County Budget
The Lancaster County budget is coming up for third reading at the Council meeting on 27 June 2011 at 6:30 PM in the Council chamber in the County Office Building. State law requires Council to pass a budget no later than 30 June, so there is little likelihood of any substantial changes. Council plans a $1MM (3%) increase in the General Fund budget to about $33MM. This is to be supported by a 1 mil property tax increase, a $5 increase in the Road Tax (which will be used to free up General Fund money, not build or repair additional roads) and a slew of fee increases, primarily for EMS services and planning, zoning and building fees. A more complete discussion of the budget situation may be found on the LC Blog; comments are welcome there. Source documents, including the budgets for the current year, the original proposed FY 2011-12 budget, the proposed fee schedule and the little discussed Capital Improvement and Funds budgets (total about $16MM) may be found in the Lancaster County Documents section of the Van Wyck Press website. The total County budget for FY 2011-12 is about $49MM.

County Zoning/UDO Rewrite
County Council halted development of the County zoning ordinance at its meeting on 13 June 2011. A large number of complaints have been received from people concerned about the highly intrusive nature of the proposed language for the new ordinance. Steve Willis, County Administrator, Jeff Naftal, Assistant County Administrator, and Chris Karres, Director of Planning, have been asked to come up with some alternatives. It has been strongly suggested by a number of people that the process of developing new zoning be conducted in public. Additional information is available on the LC Blog; comments are welcome there. Source documents including the proposed language of the new ordinance, the curent ordinance, the current zoning map (as of 5 June 2011), and the citizens comments at the public hearings together with the Planning Department's replies to these comments may be found in the Lancaster County Documents section of the Van Wyck Press website.

What Should We Do?
It is becoming increaingly clear that there is a large discrepancy in the expectations of their county government by Indian Land residents and residents of the southern portion of the county. See the article "What Should We Do?" in the LC Blog for some ideas.
Feeding the Hungry
Donations to Lancaster County food programs have fallen off recently. The recession increases the number of people facing hunger and the need for food.  The Van Wyck Press is happy to transport food to the agencies serving the needy in Lancaster.  If you have food that you would like to donate and would like us to transport it for you, let me know.
